The Chairman of the National Council of the DPR Andrei Purgin said that the negotiations between the leaders of Russia, Germany and France will find a way out of a deadlock situation in the Donbas because of the not the implementation of Minsk agreements by Kyiv.
“It should be some action from the “Norman Three” that is: Russian President Vladimir Putin, German Chancellor Angela Merkel and French President Francois Olland. Hardly anything depends on Ukraine in its present state and the total subordination to the Americans; I think there should be some action from the “Norman Three” which guaranteed the implementation of Complex of measures on 12 February.”

According to Purgin during scheduled meeting on August 24 the leaders of France and Germany could convince Poroshenko still abide by the Minsk agreement.
“I do not exclude that the heads of France and Germany at this meeting will explain Poroshenko the importance of compliance with the Minsk agreements on European security. Unfortunately Ukraine do not comply these arrangements.”

Andrei Purgin stressed again that the Normandy format involves mandatory participation in negotiations of the Russian Federation.
“That on August 24th the Russian Federation will not be a part of the meeting is bad, but if this meeting is preceded by a meeting in the format of “Norman Three ” then there is nothing to worry. I hope that after the meeting in Berlin on 24 August a meeting with Russia’s participation will be followed. Otherwise it is a wrong decision of the European leaders nor diplomatic, nor from a human point of view. This violates the Normandy format, because the document was created by four parties and involves mandatory participation of the Russian Federation: or at the highest level with the participation of Vladimir Putin, or at the level of the Foreign ministries of the countries of the “Norman” Quartet.”

The Deputy spokesman of the German government Christiane Wirth said that does not preclude the meeting in Normandy format, which can follow after negotiations in Berlin on 24 August of the President of France Francois Ollande, German Chancellor Angela Merkel and President of Ukraine Petro Poroshenko. However she stressed that the tripartite meeting on 24 August does not mean a change of the Normandy format in which a party to the negotiations is also Russia.
Recall that the previous meeting in the Normandy format was held in early February in Minsk. Its results were adopted by the Minsk agreement, which allowed us to establish a relative lull in the Donbas. However in recent days the situation is seriously heating up.
In addition to the continuous attacks the Kiev government so under the leadership of the Western mentors leads against Donbas war of information. Daily Ukrainian media spread false and fictitious information.
So yesterday in the Ukrainian media they reported that the authorities of the DPR plan to hold a referendum on joining the Republic in the Russian Federation on the rights of the individual subject of the Russian Federation. The Chairman of the National Council of the DPR Andrei Purgin called this information as a good idea, but today it is another stuffing from Ukrainian media that purposefully misinform the population.
“I would not rule out a referendum sometime in the future. It would be a logical continuation of the “Russian spring”, if not today then tomorrow or the day after. All of the events that occurred and are occurring are a desire to return to the bosom of the Russian world, Russian civilization and how to build a tighter relationship with the Russian Federation. The referendum on May 11, 2014 was about sovereignty and it was the first step. However all our actions are aimed at rapprochement with Russia.
The statements of the Ukrainian mass media about the referendum are traditional stuffing. Similar messages were too the 12 of May this year. They wrote that allegedly brought the ballots for the referendum for joining to Russia already marked with a checkmark. Another stuffing of Ukrainian media is an attempt to discredit the political line of the Republic. Actually they give us a nice idea speaking about the referendum.”
