The statement of acting attorney General of the DPR to the public Prosecutor of the Netherlands
The General Prosecutor of the Kingdom of the Netherlands F. Westerbeke
I am writing to you in connection with a problem that directly affects the quality of the investigation into the crash of the Malaysian Boeing on July 17, 2014.
We find it necessary to notify the Dutch side, after the formal completion of the work of international experts on search and collection of wreckage on the territory of the DPR continues to be a large number of fragments of the Malaysian liner.
Our repeated attempts to draw the attention of the International committees for technical investigation on the presence of the DPR fragments of the plane failed.
Taking into account the exceptional importance of this moment, the General Prosecutor’s office of Donetsk People’s Republic decided to collect the remaining debris and ensuring their safety. Currently the collection process is almost complete and we express our readiness to officially transfer the fragments to the Dutch side, because we are convinced of the absolute necessity to attach them to the investigation.
However we have to state that unknown people claiming to be a staff of the OSCE mission, attempt unauthorized removal of debris, including from local residents, and further hidden outflow of these fragments from the territory of the Republic.
In our opinion such attempts by unknown individuals can be directed to the substitution or disposal of debris, which is the most important evidence in this case and, therefore, a falsification of the results of this investigation.
Considering it impossible to prevent such a development, the General Prosecutor’s office of the DPR appealed to the Dutch side to send official representatives of the Joint investigation team to the crash site and officially take out the existing debris.
We guarantee your full cooperation, including in security.
Sincerely,
The acting General Prosecutor of the Donetsk People’s Republic, senior counselor of justice A. A. Spivak
