Today in the House of Government of the DPR according to the decree of the Parliament speaker Andrei Purgin an Extraordinary Plenary meeting of the National Council was held. Only one question was included to the agenda of this meeting. In the second reading the deputies considered the draft law “On status of Deputy of the people’s Council of Donetsk People’s Republic”.
The Head of the Republic proposed amendments which relate to the procedure for involvement of the Deputy of the people’s Council to administrative and criminal liability.
“The draft Law of the Donetsk People’s Republic “On status of Deputy of the people’s Council of Donetsk People’s Republic” is designed to improve the legislative framework regulating the status of deputies of the people’s Council of Donetsk People’s Republic and ensure its conformity with the established practice of the deputies ‘ work. The main goal of the project is the definition of a Deputy’s term of office, conditions of implementation and early termination, as well as guarantees of parliamentary activity.”

The Head of the Parliament of the DPR said that the Law was simplified the procedure of assigning deputies to criminal and administrative responsibility in comparison with the Deputy of Ukraine. In particular, the notion of consent to conduct the investigation or proceedings in respect of MPs to be paid by the Prosecutor General of the Republic, and a special Coordinating body of the National Council considers the submission of the attorney General and takes a reasoned decision within three days.
“Also there are no provisions to ensure deputies housing, as it is practiced in Ukraine and privileges, preferences, financial support and other revenues are significantly reduced These provisions make the status of deputies more democratic, transforming it from “blue dreams everyone” to a situation in which you want to work for the benefit of the people, to perform their duties and comply with solely the interests of the state.”

According to the results of the voting for the adoption of amendments to the bill from the Head of the Republic 51 MPs voted, and for the adoption of the Law in the second reading in general the majority voted, two ones have refrained.
Now parliamentarians have to bring the by-laws into compliance with the adopted Law, to amend the Regulations of the People’s Council in particular.
