Социальные сети и форумы сторонников майдана переполнены возмущением по адресу недавно принятого Верховной Радой госбюджета. Чего там только не пишут и какими только словами не кроют правительство, вообще власть за курс, направленный на снижение стандартов жизни – и в виде увеличивающихся налогов, и в виде роста тарифов, и в виде сокращения/замораживания социальных выплат. О том же нередко можно услышать от промайданных депутатов, экспертов, политологов, журналистов – всех тех, кто поддерживавал евромайдан и лиц, которые теперь при власти в Киеве.
Честно говоря, даже как-то странно – чем они не довольны? Разве не за это они выходили на евромайдан?
В декабре 2013-го, когда майдан только-только начинался мы писали в материале «Европейский выбор предлагается оплатить обнищанием украинцев» о том, что перед Украиной тогда стоял простой выбор: «сотрудничество с Россией либо сотрудничество с МВФ»:
«Выбирая первый, Украина получает кредитно-финансовую помощь, возможность заработать через доступ своих товаров на российский рынок и реализацию кооперационных проектов, также высоко вероятно достижение договоренностей о более приемлемых ценах на российские энергоносители. Этот вариант не содержит драконовских по отношению к украинским гражданам условий, заключающихся в резком сокращении расходов на социальную сферу. В то же время принятие этого варианта закрывает возможность к подписанию соглашения с ЕС – как минимум в том виде, в котором оно было парафировано.
Выбирая второй вариант (эмвээфовский, навязываемый Западом), Украина получает кредиты (в каком объеме — вопрос), сохраняет «выбор в пользу Европы», плюс берет на себя обязательства по сокращению расходов в социальной сфере» («2000», №50 (681) 13-19 декабря 2013 г.).
Первый вариант – это был выбор антимайдана, второй – тех, кто протестовал в центре Киева. Второй выбор в итоге победил.
Разве со сцены майдана не звучали призывы расторгнуть соглашения Януковича-Путина в пользу ассоциации с ЕС и сотрудничества с МВФ? Звучали! И очень громко. Тот же нынешний премьер Яценюк только об этом и талдычил в течение всех трех месяцев протестов.
Скажем, 7 декабря со сцены на Майдане Незалежности Арсений Петрович заряжал собравшихся оптимизмом: «МВФ готов к возобновлению переговоров с Украиной для выдачи очередного кредита». Сказано в том контексте, что нет никакой необходимости в соглашениях с Россией. В тот же день на брифинге в штабе оппозиции, в присутствии всех лидеров оппозиционных фракций, г-н Яценюк предлагал создавать «техническое» правительство. «Техническое правительство, — сказал он, — должно подписать соглашение об ассоциации с ЕС, а также немедленно возобновить переговоры с МВФ».
Разве никто не знал, что подписание соглашения об ассоциации с ЕС означает «реформы» под диктовку МВФ? Должны были бы знать!
Ведь представители Европы, активно продвигавшие Украину в ассоциацию, постоянно об этом заявляли: от Евросоюза (в случае подписания соглашения об ассоциации) Украина никаких средств не получит – только транши от МВФ и на антисоциальных условиях МВФ. Г-да Сикорский и Бильдт (тогдашние главы МИД Польши и Швеции) даже обещали договориться с оппозицией, чтобы та не критиковала власть. «Президент и правительство не хотят этого делать (выполнять условия МВФ – С.Л.), потому что опасаются, что оппозиция использует это для политических атак. Мы заверили правительство и людей президента, что мы в силе получить поддержку оппозиции для этой инициативы и гарантий, что она не будет нападать на правительство за экономические реформы», — указывали они в комментарии Reczpospolita 6 декабря 2013.
Т.е. изначально было известно, что ассоциация с ЕС и получение «помощи» от МВФ – это ухудшение социальных стандартов украинских граждан (оттого и ожидания «политических атак»).
О том же регулярно вещали и американцы. 9 декабря 2013-го г-жа Нуланд (та самая, которая скармливала майдану пирожки): «США поддерживают выбор Украины в пользу Европы… а также восстановление экономического благополучия страны при поддержке Международного валютного фонда». 10 декабря 2013 Виктор Янукович сообщил, что накануне имел телефонный разговор с вице-президентом США Джозефом Байденом, известившим украинского президента, что Вашингтон усердно хлопочет за Украину перед МВФ и что «почти решен вопрос кредита Международного валютного фонда». Правда, Виктор Янукович тут же заметил: «Однако, я ему сказал, если будут такие условия, которые Фондом предлагаются — заморозить заработные платы, повысить цены на газ, то нам такие кредиты не нужны. Не нужны нам такие кредиты».
А евромайдану были нужны!
Разве никто из «скачущих» не знал, что такое Международный валютный фонд и на каких драконовских условиях он предоставляет кредиты проблемным странам? Знали. Украина имеет большой опыт сотрудничества с МВФ – вспомним 90-е годы. Вспомним увеличение пенсионного возраста – по требованию фонда.
Условия, которые выдвигал МВФ для возобновления программы сотрудничества не раз озвучивались представителями тогдашней власти. Например, 21 ноября 2013 Николай Азаров на заседании Кабмина обращался с вопросом к будущим вождям евромайдана: «Условия: повышение тарифов на газ и топливо для населения примерно на 40%, обязательства замораживания минимальной заработной платы, общей номинальной заработной платы на текущем уровне, существенное сокращение расходов на бюджетные цели, снижение субсидий в энергетике, постепенное свертывание освобождения от НДС для сельского хозяйства и других отраслей и другие условия… Хочу спросить у наших критиков из фракций «УДАР», «Батькивщина», «Свобода», поддерживают ли они такие условия?».
Теперь ответ известен: да, тогдашние оппозиционеры все перечисленное поддерживали – потому что ратовали за возобновление программы сотрудничества с МВФ. В свою очередь те, кто скакал на майдане, поддерживал лидеров оппозиции, а, значит, и выбор в пользу «помощи» от МВФ. Получили «помощь»? Получили! Чем не довольны?
В момент, когда проходили «скачки» на майдане, Украина имела договоренности с Россией о поставках газа по цене $268,5 за тысячу кубов. Разве никто не понимал, что разрыв соглашений Януковича-Путина будет означать резкое удорожание газа, а значит – и повышение стоимости коммунальных услуг?
Разве никто не знал, что МВФ требует перехода к «гибкому» валютному курсу – вместо фиксированного? Знали! А переход к «гибкому» курсу означал одно: девальвацию гривны. Что и произошло с победой евромайдана.
Разве никто не знал, что подписание соглашения об ассоциации и разрыв договоренностей Януковича-Путина будет иметь следствием резкое сокращение украино-российского товарооборота и усложнение доступа товаров из Украины на рынок РФ (а это спад в экономике Украины, уменьшение валютных поступлений с соответствующим влиянием на золото-валютные резервы страны, сокращение рабочих мест, уменьшение доходов бюджета – и все вместе удар по социальным стандартам)? Знали! Москва перед тем года три только об этом и предупреждала.
И тем не менее евромайдан сделал выбор в пользу ассоциации с ЕС и сотрудничества с МВФ.
Так что ныне происходящее – это есть ничто иное, как вполне логичные последствия евромайдана. Иными они не должны, да и не могли были быть.
И последнее — дабы сторонникам майдана не расслабляться (хотя, увы, и противники майдана вынуждены жить при нынешнем «европейском счастье»): совсем скоро, в середине февраля, ожидается очередной удар по жизненному уровню украинцев – секвестр бюджета.
Как заявил на днях народный депутат из фракции «Блок Петра Порошенко», член комитета по вопросам бюджета Анатолий Матвиенко, «после консультаций с МВФ в январе очевидно, что за этот первый месяц года мы увидим несбалансированность бюджета». В связи с чем, сообщил он, «15 февраля, как правительство и обещало во время принятия бюджета, мы вернемся к пересмотру бюджета».
У кого-то есть сомнения, в какую сторону будут пересматривать «несбалансированный» бюджет? Ясно, что в сторону урезания расходов, и прежде всего – на социальные статьи бюджета.
