The Deputy chief of staff of the Corps of national police of the LPR Colonel Igor Yashchenko informed about this.

“The command of the armed forces of Ukraine does not refuse from conducting offensive operations. Thus, according to our intelligence, the Ukrainian punitive forces carried out measures to establish crossing through the river Seversky Donets, which became too shallow, and the water level in some locations fell to one meter,” he said.

The Colonel said that engineering units of the punishers held a complex of actions for strengthening sandy and viscous bottom of the river by dumping stone in a 500 m North-East of the village Prishib of the Slavonic-Serbian area of the LPR.

Only over the past day the AFU fired at the territory of the DPR 273 times. During the attacks they used mortars with caliber of 120 mm and 82 mm, infantry fighting vehicles, various types of rocket-propelled grenades and small arms.

Also according to Basurin, the OSCE fix the captures by the Ukrainian side settlements and the movement of military equipment in the buffer zone. The Head of the Donetsk People’s Republic Alexander Zakharchenko agreed to declare the 2016 year in the DPR the Year of reading. The corresponding decree was published on the official website of the Republic.

“In order to support interest in reading and books, supporting the development of reading literacy, the creation of conditions for the promotion of reading in modern society decide to declare the 2016 year on the territory of Donetsk People’s Republic the Year of reading,” stated in the text of the document.

Pushilin stressed that for the Republic it is also important to remain within the framework of the Minsk agreements.

“For us it is very important to stay within the framework of the Minsk agreements, not least because it gives a chance to those regions that are beyond the line of contact, to escape from the situation. They are in conditions when not able to speak freely. Now we understand that if Ukraine will fulfill Minsk agreement, it will be a completely different Ukraine,” said Pushilin.

The junta pulled to the contact line 500 tanks and 90 thousand of punishers, Kiev is ready for a full scale war. This was stated today by the Head of the Donetsk People’s Republic Alexander Zakharchenko.

“Today on the contact line more than 500 pieces of tanks are alone, about 90 thousand of soldiers. Ukraine at any moment can start the conduct of hostilities,” he said.

“Why isn’t it starting?” continued he. “I think that Ukraine is completing the mobilization, or is waiting for better weather conditions”.

Zakharchenko stressed that the war for Kiev is the only way to save the situation in the country.

The railway station Yasinovataya of Donetsk People’s Republic has received damage from shelling by Ukrainian punishers on the evening of the 11th of February. This was reported today by the press service of the Ministry of transport of the DPR.

We are convinced that the transfer of the Ukrainian army and the military-industrial complex of Ukraine to the new standards of weapons, on the necessity and inevitability which so often the Ukrainian authorities claim, will be the final nail in the coffin of the Ukrainian economy, which at the moment holds only on military orders and foreign financial injections.

In addition, unambiguous hints of the NATO leadership concerning cooperation with Ukraine cause confusion, since convergence with states in which there are active armed conflicts and territorial disputes, in fact, is in conflict with the law of the organization. Not to mention the complete impossibility of such membership in NATO.

We would also like to recall that according to the Minsk agreement, Ukraine is obliged to make efforts to resolve the conflict rather than its escalation, which will inevitably become any rapprochement of Kiev with foreign military organizations.

We once again urge the Ukrainian authorities to stop deliberate provocations and artificial escalation of tensions in the conflict in the Donbas and in General inside the Ukrainian society, which again becomes hostage to narrow political interests.

The contact sub-group on political Affairs of peaceful settlement of the situation in the Donbass today opened the next round of the negotiation process in Minsk. “Over the past week on the side of the DPR six Ukrainian servicemen voluntarily came. Two of them were with guns,” informed the Deputy Commander of the corps.

How is it consistent with the Minsk agreements and how could they affect the implementation of these agreements? Should the people of the Donbass participate in such a referendum?

Alexander Zakharchenko: the first thing to say: the initiative of Yatsenyuk focused exclusively on domestic policy of Ukraine. That is the episode of the struggle of the party to maintain their power and his position. And the opinion of Yatsenyuk I’m not interested. Let them fight it out.

But there is another side. In his speech Yatsenyuk, on the one hand, more accurately quoted the Minsk agreements, for example, than Poroshenko. Yatsenyuk says about constitutional reform, not on amendments. And even about a new Constitution. That is referred to in the set of measures adopted on February, 12 last year in Minsk.

But we understand that actually the initiative of Yatsenyuk was aimed at disrupting the Minsk agreements. Minsk agreements envisage that the signatory parties are able to perform what they signed up for. That is, if the representative of Poroshenko Kuchma signed a package of measures, thus Poroshenko announced that he will be able to provide and the adoption of a new Constitution, and the adoption of new laws on the special status of the Donbass and on elections in the territories of our Republics.

And we see that even with this Poroshenko cannot cope – it is prevent by internal political situation and the commitments that the Kiev authorities have issued at the time to ultra-Nazis and Bandera’s followers. And then Yatseniuk proposes to bring a new Constitution, including issues of decentralization – so bitten – for a referendum.

This increases the chances of those who would campaign for unitary Ukraine and, consequently, for its political collapse. Why? First, because of most of those supporters of federalization, which could vote at the referendum will not be in it. It is the Crimea, which chose to return to Russia. It is the Donbass, which has already expressed its opinion at a referendum on May 11, 2014 and defended it with weapons in hand. That is, at the referendum, about which Yatsenyuk says, millions of former supporters of federalization will not take part.

Also, let’s not forget that the hand-wheel of anti-Russian propaganda continues to operate in Ukraine, part of which is advocacy against federalization. People are intimidated. The machine of political violence continues to work. We all remember the horror of Odessa where people were burned alive only because they had their own opinion about the future of Ukraine.

In such circumstances, the results of the referendum, which Yatsenyuk offers, are a foregone conclusion. And this will finally bury the Minsk process, since a political solution will form an insurmountable obstacle – a referendum.

So Yatsenyuk launched the torpedo not only under Poroshenko, as he thinks, but under the Minsk process. We will not give in on this trick.

This law was adopted by the people’s Council DND 25.12.2015; it regulates social relations in the sphere of creation, revival, preservation, development, dissemination, development of culture in Donetsk People’s Republic and defines the legal, organizational, economic, and social bases of activity in this area, as well as fundamental principles of state policy in the field of culture.

The document provides for the protection of the rights of the citizen in the field of culture – some one’s free access to all cultural institutions and activities organized by these institutions. The Law defines the terms “creative worker”, “creative Union and other associations in the sphere of culture” that was not spelled out in Ukrainian law. A distinctive feature of the new document became more attention to clubs.

A priority in drafting the Law “On culture” was the creation of conditions for preservation and comprehensive development of culture in our young state. During the development of the document the experience of the countries of the CIS, primarily the Russian Federation, was taken into account.

“I am convinced that the new Law will enhance the effectiveness of institutions of culture and will protect social their employees – this is especially true of cultural institutions in rural areas,” said acting Minister of culture of the DPR Michael Zheltyakov.

The Law of the Donetsk People’s Republic “On culture” can be found on the official website of the Ministry of culture of the DPR in the “Documents” section, as well as on official sites of the Donetsk People’s Republic.

So, non-independent security groups of oligarchs, comfortable franchise for the raiders and Ukrainian crime gangs become stupid from impunity looters… How many times has now quietly faded Yarosh announced in 2015, the trips to Kiev, the beginning of the struggle with the regime of “internal occupation”, and indeed the next stage of the national revolution in the name of the mythical USD (Ukrainian independent state free – approx. ed.)? Yarosh realized it earlier than his “brothers”. What remains to them? Correctly, continue to degrade and decompose, to do all the things they have learned over two years – to plunder, to Rob, to carouse and carry on, hiding behind their imaginary merits of “Kolchak fronts.” And they have to do so throughout the rest of Ukraine.

The command of the Ukrainian army is preparing an operation to eliminate the nationalist groups, told reporters Deputy commander of the corps of the Ministry of defense of the DPR Eduard Bacurin.

“The situation on the contact line during the last day of rapid changes has not undergone. Ukrainian punishers over the past day 14 times shelled territory of the Donetsk People’s Republic. Under enemy’s fire were the areas of the following settlements: Lozovoe, Kominternovo, Ozeryanovka, Gabishevo, Spartac, as well as the district of Donetsk airport, firing at the same time 35 mines of caliber 82 mm and 120 One shot fired from ATGM, 15 rounds of IFV and 60 rounds of LNG and the AGS,” he said.

Basurin announced new evidence of the concentration of forces of the Ukrainian army near the line of contact:

“In the areas of settlements: Novgorodskoe, six kilometers from the line of contact marked the arrival of the vehicles with ammunition; settlement Pervomayskoe, 10 kilometers, marked a concentration of heavy armor and automotive equipment,” said Deputy commander of the corps.

According to him, the headquarters of the so-called “ATO” in the Donbass began preparing the campaign to neutralize of the nationalist volunteer battalions.

“According to our intelligence, the command of the so-called “anti-terrorist operation” initiated the preparation of the military operation on neutralization of “volunteer” units. For these purposes, to the town Granitnoe a group of officers of the headquarters “ATO” has arrived,” said the representative of staff of the army.

He added that the nationalist troops also are preparing for armed confrontation with the Ukrainian units.

“In particular in the settlement Novoalekseevka the staff of punishers of the “Right Sector” arrived in the amount of up to two platoons,” said Bacurin.

Special monitoring mission of the OSCE to the end of this month plans to install surveillance cameras along the entire line of contact between the parties. This was reported on Friday to journalists by the first Deputy Head of SMM Alexander Hug.

“The cameras will be installed in the first place in those places where we have no access, and in those places where clashes happen at night,” said he.

“The next place in the queue, where we plan to install the cameras, this is the area around the Donetsk airport. As possible locations we have identified the southern part of Avdeevka and the Northern part of Donetsk – mine Octoberskaya. Installation time depends on when this will be imported from the technical side. But we hope that the issue can be resolved by the end of this month,” added Hug.

As calculated in the OSCE SMM, the use of video cameras will allow in real time to conduct round the clock and record the attacks.

Also, according to Hug, in the near future the OSCE special monitoring mission is planning for opening a patrol base in the village Luhanskaya.
